CSS or HTML?

I am fairly certain that this is not the place to ask this particular question, but I don't know (yet) where else to go. Please forgive me for posting this here.

I came across a DW journal in which the maintainer posted an entry with what looks like a one-cell table. It's customized with a background color, a border and both text and an image inside the table. I would very much like to know how to make something similar in my posts. However, I am not sure if this is done by adding a specific code in my CSS or if it can be achieved through HTML in the actual entry. There's an example below. I've striked through the text to protect said journal's privacy.

Hee! That's from my comm, isn't it? :) I'm so stoked that someone liked my idea enough to try it out for themselves. There was no need to black out the contents of the notification though, as the comm is public. :)
