Hmm, looks like it is only Opera. Opera doesn't work for me either.
On the plus side, we're moving all the journal based JavaScript to jQuery and Quick Reply has been implemented there already. I tested it in Opera and it seems to work with the new code.
If you would like to test this out, you can turn the beta tester mode on and off:
